• Developing clear investment process that ensure investment is focused on the health outcome priorities of the population and increases value.
• Create strong business cases to support the service changes necessary to drive plans forward for integrated care and new investments.
• To drive improvements in the month end financial management process including reporting structures and processes and engagement with all budget holders to consolidate performance information.

• Work out how current costs related to patient pathways/ procedures should be costed through the national tariff and assess whether the correct costs have been associated with certain procedures
• Assess whether there are opportunities through procurement processes such as re-tendering for services that would help to reduce costs

A key part of this role will be to work closely with the central procurement function rather than in parallel / isolation to ensure avoidance of duplication of effort, to make use of their expertise and to be the divisional link into procurement at a practical level. The Department has undergone a period of significant change over 2011-12. Seven of our ten Arms’ Length Bodies (ALBs) have closed in the year, with business transferring into four Executive Agencies which came into being on 1st April 2012. 

In one of the largest and most challenging accounts consolidations in the UK, the Department in 2012-13 will be consolidating up to 3,000 Academies through one of the four Executive Agencies and then into its own accounts.  The post-holder will play a significant part in supporting the sub-consolidation and further consolidation into the parent Department’s accounts.

In addition, the department oversees production of statutory accounts for the Teachers’ Pension Scheme (TPS), initially compiled by Capita.
