Hertsmere is an enterprising Council, striving to look for innovative ways to generate income and we are looking for an experienced Finance Manager who will bring innovation and commercial flair to the team and embrace the Council’s strategic agenda.

A prime example of the Council’s commercial and enterprising approach is the Council owned Elstree Studios, famous for many blockbuster and epic movies including the original Star Wars trilogy, TV drama such as The Crown and many popular TV shows such as Big Brother, Strictly and Celebrity Juice. This very successful wholly owned subsidiary makes a significant contribution to the Council’s bottom line and is a significant asset for local taxpayers.

The Council are keen to build on its commercial success and are in the process of launching, Hertsmere Developments Limited, a wholly owned Council subsidiary with the purpose of delivering much needed housing as well as commercial development in the borough whilst also providing an additional and continuous income stream to support the Council’s ambition of becoming financially self-sufficient. A large portfolio of potential development sites have been identified and included in its business plan to be delivered over the short to medium term.

The Council are also embarking on its own development programme and is progressing a significant portfolio of commercial and housing development sites in-house.

As a financially well managed and forward looking organisation, we are seeking a candidate with a similar commercial approach to finance and the skills to match, in particular you will have in depth knowledge and experience of project appraisal, project management and capital and financial accounting. You will be expected to manage, deliver service improvements and tackle future challenges in an innovative way.

You will report to and deputise for the Head of Finance and Business Services and be responsible for providing operational management to the financial services team and the delivery of all finance functions including financial accounting, financial management, treasury management, creditors, debtors and payroll.

You will provide advice and support to Members and senior officers on all aspects of financial strategy and policy at operational and strategic levels and contribute significantly to the effective financial reporting and management of the Council.

The successful applicant will be a qualified accountant with significant experience at a senior level and exceptional technical experience, knowledge and ability.  Experience of Local Government is would be an advantage but is not essential as long as you are able to demonstrate a successful track record of financial reporting, financial management and control, managing operationally and you have the ability to lead and motivate a team.
