Deputy Director x 2

Law Enforcement and Borders, Immigration, Citizenship Systems (BICS) were both understandably high on the Home Office’s agenda in early 2020.

Following a successful campaign at SCS Pay Band 2 level at the end of 2019, Allen Lane were retained to lead a new campaign for two SCS Pay Band 1 Deputy Director positions within the Home Office’s finance function. This once again underpinned our ambition to enhance the finance profession within the Central Government sector, a commitment we have had since 2004

Brief/Problem:

Tasked with running a joint recruitment campaign for both roles, Allen Lane were asked to focus on the nuances of each role while attracting senior finance professionals able to provide the experience and knowledge to help the Home Office during a challenging time for the UK.

The Deputy Director position within Law Enforcement would ensure Home Office’s continued investment in a technology and data programme to transform policing and law enforcement. A requirement for business partnering skills with commercial entities and a working knowledge of the telecoms industry, a focus was required to identify appropriately skilled applicants.

Meanwhile, the BICS Deputy Director would play a pivotal role in financial planning over a £2.8bn operating budget, contributing to the overall management and leadership of the finance function. The successful applicant would need to develop relationships across Government, interacting with senior stakeholders with tact and guile.

Approach/research:

Allen Lane delivered an extensive and far-reaching marketing campaign to ensure the opportunity was visible to applicants from across the Public Sector and from the commercial world, particularly given the requirements of the Law Enforcement position.

An active headhunting strategy was implemented to target passive job seekers while our well-cultivated database meant applicants already registered with Allen Lane were also approached. Using our unique approach, we developed an informative Candidate Pack which provided all prospective applicants with all of the information and context required.

Throughout the process, the Civil Service’s commitment to Diversity and Inclusion were factored in as Allen Lane became an extension of the Home Office, aligned to their vision and values.

Results/achievement:

The strength of our shortlist meant that 5 applicants were deemed appointable across the two vacancies, which included three from outside of the Civil Service. This allowed the Home Office to successful recruit to both Law Enforcement and BICS Deputy Director positions, and keep in reserve further highly skilled finance professionals for future campaigns.
