A Local Authority in the South West are undertaking a review to identify and realise financial savings against third party spend through a range of project and service-led initiatives, in order to support its vision to:  Maximise benefit for public money through our addressable third party spend

A project has successfully co-ordinated and supported delivery of a number of workstreams and initiatives during 2021-22. The approaches and governance that they have put in place have enabled them to achieve significant savings, with further targets set for 22/23

The success of this first phase of work means that they now want to begin a second phase, turning their attention to another range of opportunities.

The current project manager will be taking maternity leave from early summer 2022.

They therefore need an experienced project manager to work alongside them to ensure the ongoing success of phase 1; participate in the planning and initiation of phase 2; and taking over the management of the project fully by June.


  • Understanding the work so far – how it has been planned, delivered and governed
  • Understanding opportunities for the next phase of work and how they will contribute to 22/23 savings targets.
  • Meeting key stakeholders, beginning to build credibility and confidence in the handover of project management responsibility
  • Becoming involved in the day-to-day work of the project, meeting team members and workstream leads and beginning to understand their work areas and challenges
  • Helping to define the scope, objectives and savings benefits for phase 2 – leading to an understanding of the resources and costs associated with delivery and gaining approval to proceed.
  • Taking over day-to-day management of the work from our current project manager as early as possible to provide confidence in ongoing, uninterrupted delivery

Ideally you will have experience of working in a local authority setting and have a good understanding of budget management and ideally have some experience of contract management
