The Cabinet Office is undergoing a significant Digital Transformation. Over the next three years as we aspire to make UK Government digital services the best in the world and meet or exceed the benchmark set globally by the best public or private sector standards. For us to meet this ambition we are aiming to further improve the conditions, processes and expertise we have in place to be set up for success. This means we need to go much further and faster, and strengthen delivery of DDaT in government.

To support these ambitions the Chief Digital Information Office (CDIO) Directorate was established for the Cabinet Office. The Cabinet Office CDIO Directorate is based on six principles to:

The Chief Data Office (CDO) has been established as part of the CDIO and is a key team to drive the government’s Data agenda aligned with the National Data Strategy and CDDO standards and practises. The role will report to the Chief Data Officer.

Job description

You will work as part of the CDO and will lead the Data Strategy, Design and Planning team reporting to the Chief Data officer.

You will drive implementation of the Cabinet Office Data Strategy that was delivered during 2021. This will require you to establish new practises, procedures and artefacts including Data Architecture and Data Modelling. It will involve further developing the Data Strategy to meet changing needs and stay aligned to Cabinet Office and Government wide Data Strategies and standards. It will involve driving the Business Planning and Spending Reviews of the Data & Information function and will require close liaison with other functional leads in the Data team and the wider CDIO team. This will involve preparing for and presenting to the leadership Boards and Committees in Cabinet Office.

The role will manage Data Risks and Reporting and will require to manage a team of Business Data Architects and Data Architects.

You will ensure across the Cabinet Office that data is managed as an asset and that the data culture, literacy and skills are improved, aligned with the maturity targets to be established.

The role will collaborate with the wider CO and CDIO teams for developing data understanding and lineage, managing master and reference data, improving data quality, providing data sharing agreements and implementing data ownership.

The role will be a member of appropriate Data Management forums to ensure that activities are traceable and informed into the wider CO Corporate Data Risk and Maturity reporting frameworks.

The CDO team is geographically dispersed at present and has achieved a culture where there is a high level of team cohesion regardless of an individual’s base location with team members based in Manchester, London and at home. It is our intent to establish an increased presence in Manchester and this amongst other roles are sought to be predominantly Manchester based.

As the Head of Data Strategy, Design and Planning you will be working in partnership with peers and senior managers across the Cabinet Office organisation to ensure that Data Management practises are embedded. This will require planning across people, process and technology and recruitment of Data Architects professionals as part of your team.

You will work with the Head of Data Operations to ensure that the Discovery Science and Insights (DSI) platform, that supports No.10, National Situation Centre and other tenants, provides a platform for analytics with the right level of rigour and controls.

You will work closely with the Head of Data Management to assure the design of master and reference data, meta data, data governance and data quality solutions.

You will also work closely with the Head of Data Protection & Compliance and Digital Knowledge & Information Management to ensure alignment of work and deliverables.


We are looking for someone who can demonstrate from experience, a passion for all aspects of Data Design, Management and Delivery and is a determined leader who is credible and able to gain buy-in to ideas around Data to support the Cabinet Office.

Responsibilities include:

Working with the CDO to align strategic intent for Data and Information across the Cabinet Office

  • Driving the implementation of the Data Strategy including People, Process and Technology
  • Development and maintenance of the Data Architecture artefacts and Data Models
  • Establishing and chairing the Data Architecture Governance Board to support strategic change
  • Maintaining the pipeline of Data projects and their status against the Data Strategy
  • Developing the Data & Information function Business Plans as required
  • Weekly, Monthly, Quarterly reporting for the Data & Information function
  • Owning the Data & Information function Intranet
  • Working with peers and senior managers across the Cabinet Office to align Data Management practises, procedures and measure performance of CO management units against the Data Management policy
  • Working with peers across the wider CDIO to provide direction to ensure we unlock the opportunities to enable digital transformation and automation
  • Contributing to the new CO Discovery Insights & Science Platform to ensure a holistic Data Architecture is designed and implemented and that Data Management controls are built into the architecture
  • Managing and liaising with senior stakeholders in the business units
  • Engaging and providing the advice and support to the CDIO Advisory board and Demand Forum
  • Work with the GDS Data Standards Authority team to align responsibilities on Data Standards and Data Quality.
  • Ensuring the continued professional development of the team and workforce planning including financials
  • Maintaining the Data & Information roadmap to align with cross Cabinet Office work underway
  • Building and maintaining the log of strategic Data Risks to the CO Corporate objectives working with the new CDIO Head of Risk Management.

* Please note the base salary for this role is £64,500 (London) or £60,500 (National). Offers made above the base salary will be made up with a non-pensionable Recruitment and Retention Allowance, which will be based on capability and experience.
