PFI Finance Consultant

We are currently looking for a specialist with strong Private Finance Initiative experience to join a major Midlands Local Authority and provide expert financial advice, review, guidance and support on a variety of high-value, community-significant projects.
The role itself should offer a good challenge to someone with the right expertise, with huge public investment involved and a real political impact hinging on making sure these ventures are successful. The work will involve quickly establishing the current situation regarding existing programmes, including getting into the detail of the funding arrangements and the true financial positions. One or two of the PFIs are quite mature.
You are likely to be a qualified accountant with experience in Local Authority or Government PFI work. You will bring a clear understanding of the different ways that PFIs can be structured, exceptional technical knowledge of how good on-going financial management of PFI can work, and an analytical eye which will help you review existing programmes and establish any issues or challenges – as well as being able to recommend solutions and support.
PFI experience in Local Government is crucial here and the client will not shortlist candidates who cannot demonstrate detailed experience in this area within the last three years. In addition, we’re looking for someone with a positive, can-do attitude, a good work ethic and a desire to help raise and maintain high standards.
The role will be to start soon, and has been viewed by the Local Authority as WITHIN scope of IR35, so you need to be willing to work on a PAYE basis – the rate has been set accordingly.
