oneSource is the innovative partnership established by LBs Bexley, Havering and Newham to provide a range of corporate services. Following the appointment of Simon Pollock as the new Executive Director, and Dave McNamara as the interim Director of Finance, oneSource are looking to recruit a number of qualified highly motivated professionals to help develop the Financial Accounting function in to a centre of excellence for all three authorities.
The intention is to support and develop all finance staff. The range of opportunities that it is intended to provide to staff, includes programme management skills, data analytics, and the development of future finance Leaders supported by external professional bodies as well as a series of in-house programmes to enhance core competences as part of a programme of continuous professional development.
The focus for the finance community within oneSource is to establish centres of excellence of financial and management accounting.

As a oneSource employee you are officially employed by one of the partner Councils and are eligible for the local authority benefits. The partnership also gives staff the opportunity to share their knowledge and expertise across the Councils where and when necessary and broaden their own experience.
The Capital Accountant will support the development of capital strategy as an integral part of the medium term financial strategy, formulating policies and practices across the nominated Council. Key responsibilities will include;
- Supporting and co-ordinating the development of capital strategy
- Formulating policies and practices across the Council
- Ensuring all capital accounting entries which contribute to the Statement of Accounts are produced accurately
- Collaborating with the Treasury Manager in developing a Treasury Strategy which reflects the Councils capital spending plans and cashflow forecasting
- Building key relationships across a range of stakeholders
The ideal candidate for this role will be a qualified accountant (CIPFA or equivalent). You must have a knowledge of the accounting requirements in relation to capital and revenue expenditure. Experience working in a political environment and managing people would also be beneficial.
