We are currently seeking an exceptional individual to help shape the Home Office agenda and to ensure finance is at the heart of decision making at one of the most critical and exciting times within our country’s history.

The Head of Finance (SCS Pay Band 1) for Law Enforcement Transformation post sits within the Home Office’s Public Safety & National Security Finance Directorate. The Home Office continually invests in technology and data programmes to transform policing and law enforcement across the Department, law enforcement sector and throughout government more widely.
This is an outstanding opportunity for a programme / transformation finance professional to contribute to the improvement of national technology capabilities available to policing, including the Emergency Services Mobile Communications Programme (ESMCP), Home Office Biometrics (HOB) and National Law Enforcement Data Programme (NLEDP). These programmes are all on the Government’s Major Project Portfolio, and in this role you will lead the Programme Finance function and the team embedded within the politically and technologically complex Law Enforcement Technology Programme.
Working as part of the Finance Directorate, as part of this wonderful opportunity, you will be expected to contribute to the overall management and leadership of the Finance function the Government Finance Profession.
Reporting into the LEHSR Finance Director and managing a multi-disciplinary team in London, the post holder will focus on programme delivery within a commercial environment, liaising regularly with key external partners. The overarching objective is to support the Programme Directors and SRO through providing professional advice, while challenging and influencing to ensure the wider objectives of the Home Office can be met. Your responsibilities will include:
Delivering on all aspects of programme finance for the Programmes, including developing the medium-term financial plan, budgeting and advising business and investment boards on all finance issues;
- Ensuring the Portfolio has sound financial governance and ensuring funding envelopes within existing budgets are utilised to deliver within monetary constraints;
- Leading and maintaining the relationships with HM Treasury, Cabinet Office, devolved administrators, users and other government department officials at a senior level;
- Leading preparation for key fiscal events including Spending Reviews and Police Settlement;
- Developing and presenting financial insight and analysis to Programme Boards and business boards to facilitate effective prioritisation and strategic alignment;
- Managing effectively investments, providing a focal point for raising standards on investment management.
To succeed, you must be a professionally qualified accountant with a substantial track record driving finance and influencing major business decisions within a large, complex organisation. You will be an experienced Finance leader, comfortable working with and presenting at Executive Committee level. You must have used your exceptional communication skills to build sustainable and productive relationships with a range of stakeholders; whilst working collaboratively and in co-operation within a multi-stakeholder environment. You will have experience of working in a change/programme management environment managing significant programmes, potentially from the telecoms sector. You will be able to demonstrate ability to foster organisational culture that is positive about change and committed to delivery of a strategic vision.
