CORE PURPOSE: – to play a key role in developing the Trust, ensuring that it delivers operational excellence in our academies and in the Trust’s central team. The Operations Officer will support the Trust’s growth and development by:

  • Ensuring the operational side of the business is robust, resilient and compliant with all legal and regulatory requirements;
  • Ensuring effective systems of control and management of risk are in place and consistently implemented;
  • Leading on business planning and continuity, capital programme, estate and asset management, infrastructure, PR and marketing.

They will report directly to the CEO.

KEY RESPONSIBILITIES:

Strategic Leadership

  • Develop a coherent strategy to ensure that the needs of the academies and Trust are met;
  • Support the ongoing development of the Trust through project management of academy conversions;
  • Ensure value for money through innovative and forward-thinking development of the Trust’s operations function, proactively seeking opportunities to improve the effectiveness and efficiency of the Trust;
  • Provide inspirational leadership to the office managers and central operations team;
  • Actively promote and exemplify the Strive4 vision and values;
  • Develop effective internal policies and procedures to support the efficient operation of the Trust.

 Risk and Compliance

  • Develop, disseminate and maintain effective structures for reporting, monitoring and control of key areas of compliance, including safeguarding, legal and health and safety;
  • Ensure that all legal agreements for services, supplies, leases, etc. are structured appropriately and in the best interests of the Trust;
  • Oversee and ensure maintenance of the Trust and academies’ risk registers and business continuity plans;
  • Report and monitor on risk management and mitigation, strengthening control and ensuring that the CEO is appraised of risks and issues, and that these are mitigated against and managed appropriately;
  • Ensure the Trust is compliant with Data Protection legislation and requirements;
  • Ensure the Trust is compliant with FOI legislation and requirements, including the maintenance of a publication scheme and document retention policy;
  • Oversee procurement and administration of appropriate insurances for the Trust and academies;
  • Ensure the Trust is compliant with all policies, including the writing and updating of current policies;
  • Ensure the Trust is compliant with all risk assessments, including the updating and completing cluster risk assessments and checking individual schools risk assessments.

Health and Safety

  • Develop systems and procedures to ensure health and safety compliance and best practice across the Trust, and take a lead on health and safety;
  • To ensure the Trust is compliant in all statutory and recommended Health & Safety practice at all times;
  • Formulate, implement, monitor and review the Trust’s Health & Safety policy;
  • To organise appropriate levels of security for the protection of all school users and assets;
  • Actively commit to make the Trust a safe and safe environment for all stakeholders.

Management Information Systems and ICT

  • Ensure resources, support and training are provided to enable work colleagues to make the best use of available ICT, including teaching, learning and assessment systems;
  • Integrate and ensure the compatibility of systems in order to automate data transfer;
  • Ensure data collection systems providing information to stakeholders are streamlined to maximize efficiency of the data supplied;
  • Consult with I.T. support and other relevant parties to ensuring new technology or existing technology is aligned with vision of the Trust, ensuring value for money;
  • Support the strategy and relevant policies, including Data Protection for use of technology across the school;
  • To co-ordinate operation impact mitigation planning associated with technology failure systems, general management of the school’s administrative & financial computer network, MIS and cashless payment systems;
  • Ensure schools joining the Trust adopt Strive4 systems without due delay.

Trust Services and Infrastructure

  • Develop robust procurement processes to ensure value for money;
  • Manage contracts as necessary, to ensure value for money from service providers;
  • Oversee the implementation of an innovative IT strategy, to ensure that there is an IT infrastructure and IT services that support a growing network of academies;
  • Develop income generation for the Trust e.g. lottery bids, partnerships with companies, nursery income and expansion.

Business Support

  • Ensure the provision of an effective clerking and company secretary service to the Board of Trustees;
  • Develop and manage a PR and marketing strategy which effectively promotes the Trust and its academies, both locally and nationally;
  • Oversee the development and implementation of the academies’ marketing strategies;
  • Ensure that the Trust and academies’ websites are up to date, fully compliant and in line with Trust brand;
  • Ensure that the Trust’s social media accounts are regularly updated in line with Trust brand;
  • Oversee the policy review and monitoring process to ensure that Trust and academy policies are up to date, fit for purpose and consistently applied;
  • Ensure the maintenance and compliance with HR files, including the assistance with recruitment and recruitment strategies across the Trust.

Other

  • Follow Trust procedures, particularly around safeguarding, confidentiality and data protection;
  • Demonstrate a commitment to maintaining their own CPD and the CPD of their team;
  • Ensure they keep abreast of all technological developments, issues and trends;
  • Take an active role in developing and supporting the internal audit work programme;
  • Write the non-financial sections of the annual report;
  • Perform other duties as reasonably required in supporting the development of the Trust.
