The Seven Force Strategic Collaboration Programme was established 2015 and is working across the Eastern Region (Bedfordshire, Cambridgeshire, Hertfordshire, Norfolk, Suffolk, Essex and Kent Police Forces) to develop and implement successful collaborative solutions to protect the front-line local delivery of policing.

The Programme covers a geographic area of more than 9,000 square miles, serving nearly 8 million residents. This makes it one of the most ambitious police partnership programmes ever undertaken.

The Seven Force Procurement Team is a new shared procurement service supporting these 7 police forces. This collaboration is responsible for third party spend of approximately £230m per annum, making the Collaboration the second largest police procurement collective after the Metropolitan Police, using its buying power to secure wider social, economic and environmental benefits.

To enable the delivery of effective and efficient police services and provide support for victims in the eastern region by procuring and managing high quality, value for money contracts; number of fantastic opportunities have arisen for outstanding procurement professionals.

Reporting into the Senior Category Manager (Corporate & Operations), you will manage directly allocated contract procurements and provide supervision to the Assistant Category Managers; and undertake Corps & Ops category related procurement activities including market development, tendering, implementation, and the monitoring of procurement contracts across the 7 Forces as directed by the Head of the Corps & Ops Category.

In addition, you will monitor the over-arching Corps & Ops market and undertake contractual and commercial negotiations on the Corps & Ops category and your responsibilities will include:

  • Engaging with the Corp & Ops supplier market in developing new products and services via various working groups and programme/project boards within the 7 Forces
  • Utilising category management practices to profile, benchmark, research and assess the market
  • Managing re-licencing of Corps & Ops products and services across the 7 Forces, in conjunction with stakeholders
  • Managing and developing supplier relationships and on-going negotiations for the assigned category

The successful candidate must have exceptional verbal and written communication skills and the ability to confidently liaise with and influence staff/officers and stakeholders at all levels. You will have significant category management experience as a leading Procurement professional in the area of Corporate & Operational Services for a complex, public sector organisation; and good analytical skills, strong commercial acumen and good commercial awareness. You will be well-organised with robust time management, analysis and project management skills and the ability to travel as required throughout the 7 Forces.
