The Seven Force Strategic Collaboration Programme was established 2015 and is working across the Eastern Region (Bedfordshire, Cambridgeshire, Hertfordshire, Norfolk, Suffolk, Essex and Kent Police Forces) to develop and implement successful collaborative solutions to protect the front-line local delivery of policing.

The Programme covers a geographic area of more than 9,000 square miles, serving nearly 8 million residents. This makes it one of the most ambitious police partnership programmes ever undertaken.

The Seven Force Procurement Team is a new shared procurement service supporting these 7 police forces. This collaboration is responsible for third party spend of approximately £230m per annum, making the Collaboration the second largest police procurement collective after the Metropolitan Police, using its buying power to secure wider social, economic and environmental benefits.

To enable the delivery of effective and efficient police services and provide support for victims in the eastern region by procuring and managing high quality, value for money contracts; number of fantastic opportunities have arisen for outstanding procurement professionals.

Reporting into the Head of Category (Corporate and Operational), you will be expected to act as the senior, locally based Procurement function interface between the OPCC’s, Chief Officer’s, and the wider stakeholder community. In addition, you will provide expert procurement, commercial and legal advice to the OPCC’s and Chief Officer teams across the 7 Forces to enable them to deliver their Policing Plans and your responsibilities will include:

  • Managing and undertaking effective tendering and commissioning activity
  • Developing and managing the local Force interface between the OPCC, Chief Officer and wider stakeholder community
  • Utilising category management practices to profile, benchmark, research and assess the market
  • Managing and developing supplier relationships and on-going negotiations to monitor the quality and timeliness of goods and services provided
  • Promoting the provision of a high quality, professional and customer focused purchasing service to all customer departments throughout the 7 Forces

The successful candidate must have exceptional verbal and written communication skills and the ability to confidently liaise with staff/officers and stakeholders at all levels. You will have Good analytical skills, strong commissioning experience and a good understanding of EU Public Procurement Legislation. You will be well-organised with robust time management, negotiation and project management skills and the ability to travel as required throughout the 7 Forces.
