Overview

Westminster City Council are embarking on a major transformation of the procurement and commercial management function.  Over twenty-five requirements have been identified and an exciting large-scale recruitment campaign has been launched involving specialist recruitment teams from Insight Executive Group and Allen Lane.  The role advertised below will be integral to the transformation and will play a vital part in re-envisioning Westminster as a City for All.

About us

Westminster City Council is the proud custodian of the heart of the nation’s capital – we host some of the most vibrant communities, from the world-renowned Soho to richly diverse Church Street. We are home to some of the world’s most iconic features including Oxford Street, UK Government, the Royal Household and the bustling West End, and attract a million visitors a day to our city. We house over 50,000 businesses that sustain more than 700,000 jobs.

Our City for All vision is to provide world class services to the residents and communities we serve.  We will do this by creating a greener and cleaner city, vibrant communities and one of the best connected, most technologically advanced cities in the world.

The role

This is a bold vision.  And we recognise it won’t be delivered by the council alone.  That’s why we’re unlocking the power of partnerships to help deliver a City for All.   As our lead officer for contracts and supplier management, programmes and innovation, you’ll play a pivotal role in this.  Supporting the council to develop truly innovative and collaborative relationships with our key suppliers, you’ll ensure we excel where many organisations struggle – ensuring commercial, social and environmental benefits are delivered throughout the whole lifecycle of contracts.

As the lead for our new contract management framework, you’ll work with all areas of the council to ensure our commercial relationships are effective, innovative and provide outstanding value for money. You will also take up a wider brief across the division and wider organisation to provide leadership, coordination and oversight of strategic programmes and projects related to commercial strategy, supplier relationships, contract management and procurement This is a transformational role, about disrupting the status quo and envisaging new levels of excellence. Westminster has the ambition and appetite to be world class at supplier management – and this is your chance to help make it happen.

Your background

We’ll be looking to you to provide outstanding leadership around cross-cutting programmes and projects in addition to ensuring expert commercial advice to support robust contract management and complex negotiations. You may have hands-on experience of managing complex contracts and/or change programmes, or may come from a consulting background. What’s crucial is that you have expert commercial acumen and outstanding relationship management skills and can apply this to a public sector environment with £700m of third party spend.

You may be new to local government.  This isn’t a problem, so long as you can adapt best practice contract and supplier relationship management to the diverse and vital services the council provides.  To do this, you’ll be a natural problem solver who brings exceptional project management, influencing and communication skills.

A great place to grow

We know that the best results are generated when our people have the freedom to flourish. It’s how we set standards that others seek to emulate. So you can expect to enjoy agile working and targeted personal and professional development. We work hard to create a progressive and diverse working environment, including benefits like shared parental leave and flexible working opportunities.

The team are based in central Westminster, and operate from recently refurbished offices with outstanding, inspiring views across London.
