A County Council is currently embarking on a programme of radical change including a Finance Improvement Programme, which is aiming to address any weaknesses and lay the foundations to deliver a best in class finance function at the heart of the council. They currently have a mandate to review all that they do, and to drive organisational wide improvements in financial management

The Chief Accountant is responsible for providing a strategic overview of the integrity of the Council’s financial position by providing reporting that meets all regulatory requirements. They will also need to champion and manage transformational change and embed new ways of working to ensure high quality service delivery and value for money. Key deliverables will include:

  • Producing the annual statement of the accounts with an unqualified audit opinion
  • Supporting the finance business partners, but also being an independent and critical voice, ready to challenge assumptions and practices that do not comply with financial best practice
  • Developing and maintaining the corporate financial systems, processes and controls to ensure robustness and improvement of financial information
  • Developing and recommending policy and practice improvement in the relevant service/functional area, working collaboratively across the area
  • Providing professional leadership to the team and colleagues, strengthening skills and competence and fostering a strong culture of standards, performance and accountability

To be suitable for the role you need to be a fully qualified accountant with excellent communications and technical skills, with proven experience of taking a lead role in the production of statutory accounts in a local government setting. Extensive exposure to change management would be highly advantageous.
