Interim Construction Category Officer required in Oxford.

The postholder will take a supporting role on all procurement matters relevant to the growth planning and housing remit. They will have a full understanding of the construction market and good knowledge of NEC conditions of contract secured from at least 5 years experience in a similar setting. Understand and manage strategic supply chain relationships. They will support key officers across the growth programme by providing advice, guidance and detailed options and recommendations on the various procurement routes to market and types of contracts available.

The postholder will work with internal stakeholders to agree the best contractual solution and route to market for complex schemes and thus the ability to influence and challenge will be a key attribute. Providing advice on key council governance processes and supporting the development and completion of approval papers to senior management for authorisation is a vital requirement. The postholder will also lead on a number of key tender projects for various schemes of work, liaise with suppliers and internal staff to maximise value for money and ensure tender projects are delivered within challenging timescales. The postholder will work with the wider procurement team and service area colleagues to ensure the council’s contract management system is updated to ensure all applicable records are correct and up to date for each scheme, including timelines for tender projects and final contract records.
