A local authority are urgently looking to recruit an Interim Project Manager who has experience of working with AIMs/Pay360 Income Management System to support the delivery of the Council’s Income Management system – AIMs/PAY360 and drive behavioural change across Council services.

  • To provide business input and making decisions on required process changes, supporting communication and engagement.
  • To lead business process mapping activity to support the next phase for improvements to the Councils Income Management system including identifying opportunities for improvements.
  • To facilitate service improvement and change management across Finance and the council and its partners and support cultural change.
  • To drive and deliver cultural and behavioural change within services and across the organisation
  • To support the creation of new governance and payment strategy to better aid how income is received into the organisation.
  • Assisting with any user acceptance testing activity and providing training delivery and wider knowledge transfer activities required to ensure effective professional and business user adoption of the new system.
  • To provide a broad and diverse range of responsibilities, including researching and analysing statistical data; customer journey mapping, compiling trends, performance reports analysis and bench marking.
  • To support organisation transformation and contribute to the successful delivery of efficiencies.

 

Principal Accountabilities and Responsibilities:

  • Support the delivery of the council’s Income Management system – AIMs/Capita 360 on a large scale in a complex environment; maximise its use to promote efficient utilisation of the application.
  • Influence and stimulate cultural and behavioural change by using targeted interventions with individuals, groups and teams in a positive and supportive way
  • Influence change initiatives using a range of change and management techniques to help build confidence and commitment to the process
  • Carry out engagement and consultation regarding change management and service development and tailor communications to different audiences in ways that invigorate interest and relay complex issues easily and effectively
  • Map complex, new and existing systems and evaluate their functionality and the customer/user experience.
  • Producing specifications for new or modified systems.
  • Design income processes to form solid foundations for our corporate digital pay it/book it services.
  • Work with Capita to resolve bank account mapping issue and to identify and resolve issues with auto-reconciliation process.
  • Work with Capita and Infosys to ensure unique identifiers are available in key systems to improve audit trail.
  • Defines application problem by consulting with clients; evaluating procedures and processes.
  • Develops solution by preparing and evaluating alternative workflow solutions.
  • Controls solution by establishing specifications and coordinating production with 3rd party providers.
  • Analyse, evaluate and interpret complex financial date in order to identify and drive improvements and service redesign.
  • Design and integrate business processes and data flows between income received and legacy systems.
  • Work in partnership with services to identify and implement opportunities for improvements to service delivery
  • Work with and influence colleagues at all levels to promote the benefits of the income management and overcome any resistance or conflict
  • Assists with the resolution of any programme issues and risks that arise in relation to services, escalating to the project group where required.
  • Advise on decisions that could affect service delivery and integrity of the income management system.
  • Create functional requirement and design specifications for this project and/or enhancements
  • Assist with solution testing and assist with user acceptance testing
  • Assist with user and administrator training for employees
  • Support service areas through lifecycle changes to achieve the successful delivery of project.
  • Working with and managing work being delivered by contractors.

Experience:

  • Experience of working with internal stakeholders at all levels in a complex and diverse organisation.
  • Demonstrable experience of influencing and delivering cultural change in a large complex organisation
  • Demonstrable experience of using systems and technologies to improve customer focused service delivery and modernise work processes
  • A successful record of engaging with a wide range of internal and external stakeholders and building and maintaining productive working relationships to achieve change
  • Demonstrable experience of leading and managing projects including matrix management of virtual project teams
  • Experience of functional and user acceptance testing and training.
  • Experience of applying business process design or re-engineering methodologies.
  • Experience of negotiating with and influencing stakeholders at all levels and in overcoming conflict and resistance.

Skills and Abilities:

  • Excellent technical skills with an ability to investigate issues and identify solutions
  • Must have experience of working with the Income Management System AIMs/Pay360
  • Excellent oral and written communication skills
  • A self-starter with the ability to handle multiple tasks and with shifting priorities
  • Strong interpersonal skills and ability to engage with business representatives and other stakeholders to understand their business requirements and advise how it fits into the overall vision
  • Ability to deliver business process analysis
  • Excellent project and change management skills
  • Ability to draw logical and accurate conclusions from complex information
