We cannot just recover to a pre-pandemic state, we want to challenge how we deliver our services and ensure the focus is on supporting our residents around our priority issues including; tackling inequalities, building more Council homes, supporting local business, prioritising front line services and ensuring that our most vulnerable residents receive the care and support they need.
To support this ambition and to ensure Finance continues to be one of the key enablers of how we deliver our Corporate Plan and the Future Lewisham programme, we are recruiting a number of roles to increase strategic capacity and technical expertise. Finance will play a pivotal role in what we do and how we do it; working in collaboration with colleagues to create efficient and sustainable change that ultimately improves outcomes for our residents.
The Capital Accountant is the lead officer responsible for the development and implementation for all of the capital elements of the Council’s budget and Medium Term Financial Strategy. They will work with Members and senior officers to produce a 5 to 10 year capital strategy bringing together investment bids and funding availability, circa £750m – £2Bn. Key responsibilities will include;
- Leading on the production of the Council’s capital programme, profiling prioritised projects to match resource availability and advising Members of conflicts and potential solutions.
- Reviewing and evaluating all Capital Project Initiation Documentation, across council services, scoring and ranking of bids.
- Being accountable for the integrity of the capital elements of the Council’s core accounting systems and records.
- Overseeing the control and interpretation of the Council’s Capital Balance Sheet to ensure the on-going financial resilience of the Council.
To be suitable for this role you need to be a financial fluent qualified accountant (Or willing to achieve qualification within a reasonable timeframe) who is able to establish positive working relationships with partners and colleagues. An expert knowledge of Local Government Capital Accounting regulations is essential as is a commitment to Equality of Access and Opportunity in a diverse community.
