Having made significant improvements during a journey of positive change, the last 18 months have seen RBWM appoint key Senior Finance Leaders within the Council, which has led to substantial advances to both their governance arrangements and financial resilience.

The recent restructure of the Finance Team is the latest stage in their development plan, and will build capacity and further resilience into the team. As part of this we are recruiting 4 roles, including the newly-created Finance Policy Officer. This position reports directly in to the Head of Finance (Deputy S151 Officer) and will play a key role in providing high-level advice and police guidance to the Executive Director of Resources and Head of Finance, and provide policy advice to Senior Officers and Elected Members. Key responsibilities include:

  • Taking ownership of key projects to improve the financial position of the Council, including debt management and increasing income
  • Leading on the analysis of and providing recommendations regarding the impacts of national government changes to the funding arrangements for Local Government
  • Advising the Executive Director of Resources, Head of Finance, and Finance Teams on forthcoming changes to legislations, accounting standards, funding opportunities and guidance
  • Preparing financial models, financial management tools, and reports to understand the implications of changes to funding arrangement and enable RBWM to enhance its financial position

To be suitable for this role you need to be a fully qualified finance professional with the ability to take the lead on a number of high-level projects simultaneously. You will have the ability to develop influential relationships at senior level, and a current knowledge of Local Government Corporate Finance.

This position is able to work flexibly between the office and homeworking subject to the needs of the business and preference of the individual. Any journeys to the office would be at the employees own expense.
