As the organisations Procurement manager subject matter expert, you will be responsible in both developing and enhance UK Sport’s Procurement Strategy, Policy and Processes. You will create and optimise Contract Management practices throughout the organisation. Through the work that you do you will ensure that UK Sport can obtain the best value for use of Public Funds. This is a greenfield role with no dedicated procurement or contract team, so this is a really interesting role with an opportunity for someone to put their stamp on an organisation and improve its overall commercial capability. Addressable spend of circa To be successful in this role you will ideally have experience working within the public sector. This role is a FTC of 12 months initially with the potential of it being permanent there after.

Key responsibilities

  • Developing UK Sport’s procurement strategy and working with the General Counsel and Head of Finance to set the strategic direction of procurement across the organisation.
  • Reviewing and improving procurement practices at UK Sport, with a Value for Money focus.
  • Providing specialist high quality procurement advice and guidance across the organisation, including optimum routes to market (e.g. Government Frameworks)
  • Embedding high quality procurement and contract management practices across the organisation, providing both specialist and generalist training as well as appropriate guidance.
  • Ensuring that UK Sport’s procurement policies and practices meet the statutory, regulatory and strategic requirements of the business.
  • Establishing and maintaining processes for monitoring contracts (including creation of a contracts database) and the effectiveness of procurement arrangements to ensure that UK Sport obtains best value for public funds.
  • Leading on all strategic and high value procurements and providing support to staff in the procurement and management of key contracts ranging from low value to publicly tendered levels of spend. This includes assisting with drafting documents, advising and participating in the assessments of tender submissions and assisting in the development of business cases, ITTs and other key documentation required within the procurement cycle.
  • Reviewing spend by category and identify procurement opportunities to ensure value for money is achieved across the organisation, as well as complying with Cabinet Office and other spend controls
  • Establishing and maintaining systems to regularly report spend, procurement and commercial activity as and when required to the DCMS, Cabinet Office and HM Treasury.
  • Analysing and preparing regular comprehensive management reports on spend analysis and the selection and engagement of suppliers to the Directors Team and the Group Audit and Risk Committee.
  • Ensuring that procurement policies and processes are communicated effectively across the organisation, and delivering training to colleagues where appropriate

Skills, experience and attributes

  • Full CIPS Qualified to Professional level (Desirable) or Qualified to CIPS Foundation level (Essential)
  • Previous experience of developing and embedding procurement policies and practices within a similar sized public sector/private sector organisation.
  • Working knowledge of Government and the public contract regulations to deliver public procurement processes and procedures.
  • Strong relationship building, negotiating and influencing skills backed by recent experience in the development, implementation and evaluation of procurement strategies, policies/procedures and initiatives.
  • Robust knowledge of procurement metrics and systems with proven ability of setting, monitoring and achieving KPIs and costs savings, and identifying and implementing system improvements and efficiencies
  • Strong experience of procurement processes and knowledge of contract management, tendering requirements and e-procurement.
  • Strong commercial acumen with effective and well developed negotiating, influencing and communication skills.
  • Proven track record of implementing innovative solutions and strategic thinking, delivering tangible outcomes under pressure and to challenging deadlines.
  • Excellent communication and interpersonal skills coupled with strong analytical and problem solving skills.
