Are you ready to join a Government department undergoing an exciting and significant Digital Transformation? Cabinet Office are seeking the appointment of a permanent Senior Business Analyst to help support the ambition to make UK Government digital services the best in the world.

This role sits within the Change and Deliver team in the CDIO. They are responsible for leading and supporting the delivery of excellent digital services and digital transformation changes with business units across the Cabinet Office. This is an exciting opportunity to work on a wide variety of projects from high profile public-facing sites to internal digital transformation projects.

Job description

As a Senior Business Analyst you will work as part of a multidisciplinary agile team with other digital and policy experts to deliver one or more large digital services. You will undertake analysis of complex organisations, processes and systems, identify business and user needs,  and then explain them to digital delivery teams by translating them into user stories. You will be expected to use judgement and a high degree of creativity when faced with complex and varied issues in circumstances where guidance and precedent may not be available. You will be an experienced practitioner in your field able to own stakeholder relationships, develop best practice and mentor others.

You will:

  • work as part of multidisciplinary agile teams, delivering new services that meet user needs and Cabinet Office policy objectives
  • own stakeholder relationships
  • identify and understand business and user requirements through common requirement elicitation techniques
  • work closely with user researchers to understand user needs
  • record and communicate complex business needs and processes to delivery teams using approaches such as user stories, process models, root cause analysis, use case maps and others
  • write user stories and acceptance criteria to ensure that any new features have robust and efficient testing and that they meet user and business needs
  • ensure business requirements are fully understood by delivery teams and work with them to support the delivery of the requirements through planning, implementation and testing
  • communicate technical concepts to non-technical audiences which may include facilitating workshops or leading presentations
  • design, challenge and improve the business processes that underpin our digital services so that they are simple, standardised and (where possible) automated. This may also include creating effective assisted digital journeys for our users unable to use the online service
  • liaise with technical architects to identify and select appropriate technical solutions based on a deep understanding of requirements
  • work with quality assurance testers and the wider delivery team to carry out functional testing of completed user stories, ensuring services meet requirements and other internal standards, documenting and managing defects as they arise
  • support product managers to develop and refine product backlogs, using evidence and data to drive prioritisation

  • work with operational teams to deliver business change activities that make the Civil Service more effective. Engage with stakeholders and colleagues to gain their support and commitment to changes
  • help to develop performance frameworks with meaningful metrics to assess the value and effectiveness of our services
  • work with the wider project team to ensure that services meet the digital service standard, participating in services assessments as necessary to provide business analysis evidence to support the relevant points
  • mentor junior business analysts in the team and provide expertise to units around Cabinet Office

Essential skills and experience:

  • A deep understanding of agile, and experience working in dynamic fast paced agile environments, collaboratively and openly with others.
  • Experience working with senior leaders and stakeholders to elicit business requirements and modelling complex business processes.
  • Experience of documenting user needs and requirements in the form of user stories, acceptance criteria and scenarios.
  • The ability to support product and service owners to maintain and prioritise product backlogs, using evidence and data to drive prioritisation.
  • Experience working with backlog and defect tracking tools such as JIRA.
  • Strong communication, presentation and facilitation skills.
  • A passion for building digital services using user-centred approaches.
  • Ability to contribute to the creation and maintenance of the target operating model and identify the impact on operational service.
  • Experience of analysing large amounts of complex information and can use it to produce solutions and recommendations for service improvements.
  • Ability to work according to test plans to design, interpret and execute them.

Desirable skills and experience:

  • Experience in defining and interpreting web analytics.
  • Experience of software testing including acceptance test automation, smoke tests and BDD.
  • Familiarity with the Digital Service Standard.
  • Experience of implementing Salesforce solutions.
  • Experience of common CMS solutions, particularly WordPress.
