The Role

This strategic, influential role will be accountable for leading the resourcing, planning and delivery of the Technology Services investment plan and underpinning projects. This role is responsible for delivering an exciting transformation agenda for Technology Services in Essex County Council (ECC) and requires dynamic, strong and focused leadership.

The postholder will own and manage critical relationships with multiple stakeholders at the most senior levels in ECC, as well as with elected members, partner organisations, and commercial companies. They will be responsible for the oversight of the entire portfolio of change and planning the pipeline and deployment of resources through proactive market management of resources, ensuring additional capacity is deployed at the right time.

The Head of Technology Service Change Delivery is accountable for the successful delivery of the totality of the programme and so will have a deep understanding of the innovative direction of TS and the strategic presence to lead engagement with the market, politicians and senior leaders

The Opportunity

Accountabilities

  • Strategic responsibility for the delivery of a series of projects which will ensure the transition to TS’s future operating model through the delivery of all of ECC’s functional technical roadmaps
  • Accountable for overseeing the development of a pipeline of projects, including overseeing the market management of resources and the successful deployment of resources to achieve objectives, as set out in the plan
  • The strategic presence, engagement and knowledge to determine and design TS’s liaison with the market to ensure new capacity and resource is developed in a timely and cost effective manner.
  • The ability to build, maintain and evolve excellent stakeholder relationships in order to lead liaison on project commencement and deployment timescales, prioritisation outcomes and resource requirements
  • Accountable for all elements of project delivery success including leadership of all planning, delivery and implementation aspects and realisation of operational, financial, security, and user benefits.
  • Manage significant project related budgets and provide strategic, inspirational leadership to programme management and teams of multi-disciplinary employees from across ECC, partner organisations and external suppliers

The Experience You Will Bring

Significant senior management experience in a large and politically complex organisation with the ability to think creatively and work collaboratively to deliver success

Experience of successfully delivering a large, complex and multi-faceted programme of work in a technology function, including large procurement activities, market engagement, pipeline and deployment resource planning and financial management.

Self-driven with exceptional interpersonal skills and the ability to build personal credibility quickly with a variety of stakeholders.

Outstanding leadership skills, including the ability to identify, own and overcome complex obstacles to the delivery of projects and to develop a compelling vision and inspire a wide range of stakeholders
