Allen Lane are seeking a Head of Operations – (Procurement & Supply Chain process, systems, Policy & Governance).

Mid and South Essex NHS Foundation Trust is an NHS foundation trust based in Essex, comprised of three large acute hospitals are located in Basildon, Chelmsford and Southend.

MSE Procurement was formed in April 2020 by the merger of Southend University Hospital NHS Foundation Trust, Mid Essex Hospital Services NHS Trust and Basildon & Thurrock University Hospitals NHS Foundation Trust

About

The procurement function acts as a centre of excellence for all Procurement & Supply Chain activities across the new group.  It manages the provision of goods and services to all departments (clinical and non-clinical) on a daily basis, contracting for the provision with several thousand suppliers.  The service performs a strategic business management role, managing £370m of non-pay expenditure in support of its stakeholders across the Group.

The Role

The post holder will lead and manage the implementation and development of procurement services for MSE and support the strategic approach to Systems & Supply Chain. You will:

  • Be responsible for the development and execution of the Procurement Information Systems strategy. This will provide strategic direction in the provision of systems and processes that are required to transform the delivery and ongoing development of the procurement and logistics function in MSE.
  • Lead on delivering agile supply chains and effective systems including implementation of inventory management systems.
  • Play a key part in the management team of the Procurement & Supply Chain team
  • Work closely with the Care Groups and Corporate Divisions to support them in reducing non-pay expenditure through the identification and realisation of cash releasing and cost avoidance financial savings in current and future financial years.
  • Work closely with the Category Leads and Category Leads to leverage data to identify and realise cash releasing and cost avoidance financial savings.
  • Take professional responsibility for all aspects of Operations and Supply Chain Management within responsibility across the Trust.
  • Develop and manage effective inventory management on all Trust sites ensuring contingent supply as per category plans and minimising wastage through static inventory.
  • Develop and manage data analytics and systems and processes that enable knowledge based category management and effective procurement and purchasing workflows for all stakeholders.
  • Ensure relevant policies and procedures exist and are applied in order to ensure proper governance of procurement across MSE. Minimises risk and maintains compliance in Procurement Regulations and other regulations.

Required knowledge and experience.

  • Minimum of 5 years’ experience in a procurement environment.
  • Extensive experience of Procurement team management
  • Minimum of 3 years specialist experience of logistics management.
  • Experience of running and developing the use of e-purchasing systems.
  • Experience of inventory management and Scan 4 Safety.
  • Experience of database design and data import/export experience.
  • Logistics experience within an NHS Trust.
  • Minimum of 5 years procurement experience
