Are you an experienced Head of IT Solutions Delivery looking for an opportunity to play a key role in leading an organisation through a digital transformation? NS&I are bringing their technology services in house to a multi-supplier delivery model, giving them greater ownership over how they will transform the way they work.

The role:

The Head of IT Solutions Delivery is responsible for assuring the end-to-end integration of technology solutions working across a multi-supplier delivery and operation model. The role will play a key part in moving both Legacy and future I&T estate delivered through various transformational delivery programmes towards a digital first philosophy.

Key Responsibilities:

Ensure the I&T solutions delivered meet NS&I business needs

  • Analyses the current Business and Technology environment to deliver solutions that are fit for purpose
  • Ensures proposed solutions present value for money and are technologically sound.
  • Provides technology trend and innovation input into NS&I’s strategic planning activities and aid continuous improvement

Lead and deliver the I&T Portfolio of programmes and projects

  • Working with the Assistant Director, I&T ensure that the I&T portfolio of programmes and projects are clearly defined and aligned to NS&I’s Information & Technology Strategy
  • Work with outsource partners, internal and external stakeholders to clarify the technology aspects of their delivery roadmaps and portfolios.
  • Work with Architecture function to ensure technology alignment across delivery roadmaps and directorate portfolios.
  • Contribute to portfolio planning governance to assure change proposals follow the right sequence resolving technical interdependencies
  • Participate in strategic planning and budgeting processes to ensure technology changes are adequately provisioned.

Manage the technology delivery and integration of 3rd party delivery partners and outsourced IT service providers to ensure the successful delivery of I&T Change initiatives

  • Oversee the detailed design and delivery of technology solutions, working with outsource partners, internal and external stakeholders utilising a variety of delivery frameworks including: agile, waterfall, CI/CD.
  • Responsible for technology integration assurance, design assurance, technology testing and change acceptance assurance.
  • Responsible for the ownership and management of IT assets, technology artefacts and system configuration, including source code control and config management. Working with suppliers to ensure the sustainable, long term control of IT assets is retained by NS&I.
  • Ensure technology delivery is compliant with NS&I principles and standards as well as regulatory requirements.
  • Working with Change Delivery and NS&I’s service delivery partners, manage and oversee the delivery of technology aspects of change programmes and projects carried out across multiple suppliers.
  • Contribute to change delivery governance to ensure technology delivery aligns to architecture high level designs, ensuring that technology expertise is provided to steer delivery decisions.
  • Support the Architecture function in the specification of technology change that aligns to the NS&I enterprise architecture and high-level designs.
  • Oversee the development of low-level designs, in collaboration with NS&I’s service delivery partners.
  • Work with the NS&I SIAM function to ensure seamless testing and transition of technology developments into operation including release management, documentation and CMDB updates.

Provide leadership and management of the I&T Delivery team

  • Manage a team of Technology Delivery Leads, Test Leads and Analysts.
  • Develop, recruit, train, and delegate duties to members of the I&T Delivery team.
  • Promote technology delivery good practice to other business leaders.
  • Identify requirements for resources, team structures and cultural change to support technology delivery.
  • Introduce and accelerate new technologies and methodologies to support digital transformation.
  • Ensure the digital direction will deliver business outcomes and integrates with the I&T strategy and roadmap.
  • Working with the NS&I Strategy team and outsource partners, scan technology horizons to identify relevant trends and developments.

Essential skills:

  • Significant knowledge and experience of enterprise IT, preferably with experience of financial services or public sector in a regulated and compliant environment
  • Significant experience in Operational and ICT management roles in an outsourced business environment.
  • Knowledge and expertise of shaping programmes and digital projects across all SDLC phases, utilising a variety of delivery frameworks (eg, Agile, Waterfall, CI/CD), automation methodologies and tools (eg, CMMI).
  • Experience delivering complex technology programmes in an outsourced environment, liaising with multiple business units, conflicting priorities and projects (both internal and external service providers and suppliers) at the same time.
  • Ability to lead complex technical solutions and explain it to a non-technical audience so that the impact on the business is easily understood.
  • Ability to work under pressure and demonstrate resilience to ensure the correct solution is selected with a full understanding of the costs, timescales and risk involved.
