Allen Lane are delighted to be partnered with the Medicines and Healthcare Products Regulatory Agency (MHRA) in their search for a new Finance Business Partner (HEO).

The Medicines and Healthcare Products Regulatory Agency (MHRA) enhances and improves the health of millions of people every day through the effective regulation of medicines and medical devices, underpinned by science and research. The agency is made up of c.1300 staff working across two main centres in London and across the UK and abroad.

The Agency is undergoing a period of significant change; driving towards becoming a modern and accountable regulator. The team will contribute to this change by supporting the Agency in its decision making, in improving business performance and financial management.

We are looking for an experienced Finance Business Partner who will play a crucial role in ensuring that the Agency can deliver its strategic objectives, manage its day to day business and deliver value for money, as well as set strategic direction and ensure good financial management across the organisation. The Finance Business Partner will act as the bridge between core finance and the Divisions.

Alongside this, but not limited to, the successful candidate will be responsible for;

  • Provide financial support under guidance of more senior colleagues to the Budget Holders, relevant Directors and their teams in order to drive better performance and value for money across the organisation including creating the appropriate finance KPIs.
  • Providing financial analysis and insights on specific issues to support better outcomes including providing financial input on business case costs and benefits.
  • Advising on key business planning assumptions, trade-offs and opportunities.
  • Support and constructively challenge where appropriate the collation of the Directorate budgets, rolling forecast and month end process.
  • Collaborate with Divisions to provide timely and accurate information to Finance to facilitate timely month end close, and delivery of budget and forecast to agreed timetable.
  • Be an important contributor to the business’ decision-making process and provide constructive challenge to its business plans and investment proposals to encourage sound long-term thinking and champion change to deliver.
  • Providing the appropriate level of support and challenge to influence key operational and strategic decisions on Division’s budget. Monitoring and evaluating financial information against agreed KPIs.
  • To work with core Finance and the Directorate to ensure that finance processes add value and are effective as well as efficient – this will include budgeting, month-end management, forecasting and reporting.

Required Experience, Knowledge and Attributes required for this post include, but are not limited to;

  • Hold AAT Level 4 qualification or working towards a Professional qualification (CIPFA, ACCA, CIMA, CFA).
  • Have experience in previous Financial Accounting, Management Accounting or Decision Support roles.
  • Able to demonstrate how they have driven operational engagement, budgeting and medium to long-term planning gained preferably from a Central Government Department, ALB or similar.
  • Be able to extract information from available data to gain a detailed understanding of the business.
  • Have the ability to analyse relevant factors and make forward projections/deductions to support the business in coming to the right financial decision.
  • Experience of supporting senior level management
  • Experience of engaging and challenging senior stakeholders in arriving at the right decisions
  • Proficient in the use of Microsoft Excel – Intermediate level
  • Strong influencing skills with the ability to liaise with staff at all levels, as well as strong communication and presentation skills.
